Before granting additional quota to a developer, you might want to understand why they need to exceed the rate limits, what their use case is, and what the current usage pattern is. If your infrastructure can support additional quota and there is no better way to achieve the same result, you might want to consider giving them an exception.

Starting with lower rate-limit thresholds is helpful. Increasing rate-limit thresholds is easier than reducing them because reducing them can negatively affect active developer apps.
